Bachelor's degree in a related field plus one (1) year related work experience; or, an associate degree in a related field plus three (3) years related work experience; or, HS diploma plus five (5) years related work experience.

GENERAL RESPONSIBILITIES
In this challenging role, you will be supporting the PUR - Purchasing department at Greenville Technical College. Duties may include any or all of the following.
Manage and perform procurement duties of the college. This includes, but is not limited to, issuing purchase orders, contract administration, procurement file management, formulation of solicitation documents, award documents, assisting faculty and staff with procurement requisitions, document filings, retrieval and assembling data for state procurement reports. Arrange and attend ongoing meetings with internal and external customers to engage in the bidding and solicitation process.
Analyze, evaluate and review purchase requisitions for accuracy and compliance with the SC Consolidated Procurement Code and Regulations and internal college policies. Prepares approved purchase orders and submit to end-user and/or vendors. Works with requester to resolve any requisitions not in compliance. Provide assistance to faculty and staff with regard to procurement questions and State procurement contract information.
Prepares formal and informal solicitations of goods and services per allowable limits, and within the guidelines of the Consolidated Procurement Code, regulations and operating procedures. Develop solicitation documents including scope, instructions to offerers, technical and functional specifications/ statements of work, qualifications, award criteria, terms and conditions, bidding schedules and all necessary attachments according to policy. Evaluate source selection methods; negotiate service and good contracts; and award contracts. Designate the contract administrator for GTC.
Maintains procurement documents (purchase orders, requisitions, contracts, sole source) in compliance with record retention and state procurement policies. Records are maintained in such a fashion that they can easily be retrieved for audit purposes. Review and take action on reports for requisitions and outstanding purchase orders.
Prepare required reports to State Fiscal Accountability Authority. Monitor and evaluate progress on the Small and Minority Business Contracting and Evaluation Utilization plan. Reviews various types of contracts for clauses that conflict with state agency regulations.
Evaluate responses to procurements to ensure that offers are responsive and responsible. Award contracts appropriately based on source selection methods, ensuring that awards are in compliance with the SC Procurement Code and policy. Prepare and review quote tabulation and analyze quotes. Prepare documentation and notification to vendors and end users. Provide on-going contract administration by working with customers and/or end-users to ensure that contractors fully perform their contractual obligations.
Perform other duties as assigned including, but not limited to, conducting market research, negotiating prices and services with vendors for best value.
