Requirements:

Requires a Bachelor’s Degree. Must be willing to complete required coursework within an agreed upon amount of time. Some knowledge of real estate principles is preferred. Completion of Basic Appraisal Principles, Basic Appraisal Procedures, and the 20202021 15-hr National USPAP Course is preferred but not required.

Special Certifications and Licenses and Requirements:

Appraiser Trainee license is a plus. South Carolina Driver’s license required. Must obtain State of South Carolina Appraisers certification within three (3) years of date of employment.

Job Description:

Reads and interprets a variety of maps and aerial photographs, locates and identifies all taxable real estate and/or improvements using prescribed procedures to classify uses, character, and quality of construction for determining official property valuation in the County through on-site field inspections.

Collects general, specific and comparative data; interviews members of the general public and other government offices in gathering information that affects the value of real or personal property; collects and assembles market sales data, analyzes and interprets information; inventories all taxable real property.

Establishes market value of a variety of properties using cost, income, or comparative sales approaches as appropriate; calculates agricultural values; establishes value for exempt properties; establishes values for personal property under the Assessor’s jurisdiction such as mobile homes and storage buildings.

Prepares reports detailing a scope of work used to establish value for properties under

appeal in accordance with state and federal standards.
Processes current tax year appeals from property owners.

Assists with research for income/expense characteristics and gross income multipliers for investment properties. Assists with verification of sales including upgrades, renovations, income, expense, vacancy and capitalization data. Verifies details of leases and offerings for lease.

Assists public with filing applications including Agricultural and 6% ATI exemptions. Assists and interviews public by telephone and in person concerning information regarding appeals, plats, ownership, assessments, taxes, records, exemptions, sales information, and details about their property or any other items.

Receives and responds to public inquiries and complaints regarding property taxes, appraisals and assessments; hears complaints, explains appraisals, and defines appraisals, appraisal conclusions, and assessment values; assists various agencies with necessary information as required; provides explanation of taxes pertaining to appraisals; assists in the preparation of amending tax bills and for refunds according to changes in value.

Communicates complex concepts to taxpayers in a clear and professional manner.

Contributes to the efficiency and effectiveness of the Assessor’s office service to the taxpayer by offering suggestions and directing or participating as an active member of a work team.

Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
